Hamamatsu City encompasses a very wide stretch of land, from the coastline up into the mountains. It used to be much smaller, but since the 1950s, it has slowly gobbled up surrounding areas. In 2005, it merged with several large northern districts and soon after, became a designated city.
Post offices and stamps that start with Hamamatsu (浜松) are generally ones located within Hamamatsu's original pre-1950s borders, though there are exceptions. For example, after becoming part of Hamamatsu, Irino Village itself absorbed surrounding areas and became Irino Town--its post office is Hamamatsu-Irino (浜松入野). Meanwhile, a town like Shinohara (篠原), which remained largely unchanged, doesn't have the Hamamatsu prefix.
Another example is Miyakoda (都田), which was merged into Hamamatsu in 1955, versus the bordering Shin-Miyakoda (新都田)--literally, New Miyakoda--established in 1993 within Hamamatsu's borders at the time, and thus, referred to as Hamamatsu Shinmiyakoda (浜松新都田).
This is also why there are a few groupings of post offices with the same prefix, such as Maisaka (舞阪), Haruno (春野), Hamamkita (浜北) or Tenryū (天竜). These were originally separate districts with their own sub-districts before merging with Hamamatsu.
All this is to say that while stamps are arranged in あいうえお order, you're going to find a ton grouped under は.

やまんばの郷 "Home of the Yamamba," an evil mountain hag in Japanese folklore that deceives and kills people. Long ago, in the mountains surrounding Nishido, there lived a wicked Yamamba. Disguised as a harmless caregiver or weaver, the creature would sneak around and suck the blood from cows, horses and even townspeople. Something had to be done. So, the townspeople lured the Yamamba using its favorite treat--sweet soba dumplings. Inside the gooey dumpling, they hid a solid rock. When the Yamamba gobbled up the dumpling, the fiery hot stone inside burned her throat. As she writhed in agony, she begged the townspeople for water, but they gave her oil instead. In its panicked state, the creature gulped down the oil making her pain all the worse. With no relief in sight, the Yamamba made a desperate leap into the nearby Tenryu River, where she was swept away and drowned. | ||
